GREATER CHENNAI POLICE ORIGIN AND EVOLUTION

 
The Greater Chennai Police is a historic and distinguished Organization which has maintained Law and Order in Chennai for the last 350 years.
  
In the year 1659 during the British Raj, the Chief of Police was called as “Pedda Naik”. The Pedda Naik and 20 peons were posted on police duty to maintain law and order in the erstwhile Madras Pattinam and they arrested law breakers and produced them in the Choultry Court. Later, in the 17th Century 'Pedda Naiks' were called as Poligar.
In 1770 'The Board of Police' was formed and they appointed a “Kotwal” or overseer of markets to control prices of commodities in the market and to make the tradesmen “behave”. In 1780, the post of superintendent of Police was created substituting the Kotwal. On 25th of April 1856, Madras Police Commissionerate was established.
 
In 1876, for the first time, the post of Sub Inspector of Police was created. At present Chennai City Police under the Commissioner of Police is policing over 780 square Kilometer area with a population of 70 lakhs.

TO PREVENT CRIME

  • Don't allow strangers into your house.
  • Maintain a friendly relationship with neighbours.
  • Fix a peep hole or a magic eye as well as a door link on your main door. 
  • Generally don't allow LPG cylinder delivery boys, milk suppliers and sales representatives into your house.
     
  • Electricians, Plumbers, Carpenters and other labourers should not be allowed inside the house when women are alone.
  • Collect family details and photographs of drivers and domestic helpers.
  • Avoid keeping huge cash or jewels at home.
  • Keep jewels in bank lockers.
  • Don't go alone while depositing or withdrawing heavy cash from the bank. Take a trustworthy person along.
     
  • Don't fall prey to fraudsters who would try to divert your attention and rob you while carrying heavy cash to or from the bank. 
  • Avoid conversion with strangers at public places.
  • Don't reveal any family details to strangers.
  • Never put your signature on blank papers or stamp papers even if a known person asks you.
  • Always demand to see and verify a photo Identification Card of any Government staff who come for enumeration, Income Tax raids etc.
  • Beware of fraudsters who come home posing as jewelry polishers, scrap dealers or astrologers.
  • Elderly women should be cautions with tricksters who advice you to pack jewels in a paper on the guise of saving your property from criminals nearby.
  • Bolt the door properly from inside when women or old people are alone at home.
  • Never invite persons who just developed friendship with you in a public place to your home.
  • Avoid speaking loudly during telephone conversation as there is a possibility of anti social elements listening to it.
  • Note down the telephone numbers of your local Police Station, Fire and Ambulance services.
  • Avoid discussing family issues, money matters and your travel plans to your domestic helpers.
  • Call 108 for an ambulance.
  • Dial 100 to call the Police on emergency.

PROTECTION OF SCHOOL CHILDREN

  • Don't get lift to school with strangers.
  • Don't eat chocolate or others gives by strangers.
 
  • Without advance intimation don't believe the new driver instead of the regular driver.
  • Strangers try to diverse the attention as the relation of the school children was met with road accidents. Don't believe the fake information.
  • School Administration should intimate to the parents within half-an-hour if the children has not come to school.
     
  • School Administration should servile and watch the children return to home through video camera and security persons.
  • If any doubt will arrive about any persons the children's should intimate immediately.
  • If any strangers vehicles parking near the school immediately pass the information to the Police. 

TO AVOID ACCIDENTS

  • Always keep left on the road. 
  • Wear a helmet while riding two wheelers.
      
  • Don't park vehicles on on-way. Follow the instruction on sign boards such as 'No Parking' 'Go Slow' 'School Zone' etc., 
  • Never ride/drive a vehicle without a valid driving license.
  • Avoid using mobile phone while riding/driving.
     
  • Drunken driving and over-speeding are always risky.
  • Follow traffic signals. Stop your vehicle when red light is on.
  • Wear seat belt while driving or traveling in a car.
     
  • While driving a vehicle carry a copy of your vehicle Registration Certificate (RC), driving license and insurance certificate.
  • While overtaking a vehicle, ensure no vehicle is coming in the opposite direction, the vehicle going in front gives clearance and do not cross the yellow line while overtaking.
  • Drive carefully at pedestrian crossings.
     
  • Don't use the Air Conditioner for a longtime when the car is parked.
  • In case of traffic jams, contact 95661 00000 or send SMS to 90031 30103.

BANK & ATM FRAUD

  • While availing a loan from Banks/ Financial Institutions, avoid sending important documents through agents/brokers. 
  • Don't entertain strangers who volunteer to offer collateral security.
  • Don't share your bank account details like account number and password with anyone.
     
  • Always cross check e-mails from your bank before replying. It could be a 'phishing' mail which may result in losing your money.
  • Avoid using the same vehicle/route while going/coming from your bank with huge amount of cash.
  • Once you withdraw huge amount don't indulge any other work like purchase, temple visit, entertain friends etc. Directly proceed to your destination.
     
  • Don't disclose your ATM PIN to anyone and Don't write ATM PIN in your ATM Card/anywhere. 
  • Don't allow strangers inside the ATM kiosk, while you are transacting (ONE PERSON AT A TIME IN ATM ROOM).

  • Do De-Registration at ATM/Nearest Bank Branch, if your Mobile set is lost or number is changed enabling Mobile Banking in your Mobile.

CREDIT CARD FRAUD

  • Always furnish your correct residential proof, salary certificate, Identity proof and phone number while applying for a credit card.
  • Keep your credit card safe and PIN number confidential. 
  • Keep your credit card with your clear signature on the signature panel. Don't let others handle your card.
     
  • Don't reveal either the number of your credit card or the CVV number (last three numbers on the back of the card) to anyone over phone or e-mail.
  • Don't give the number of your credit card to any one.
  • Don't give photocopies of your credit card to agents/representatives of any bank. If you receive a card without applying for it, cut the card into four pieces and send it back to the bank. 
  • Always book rail/air/bus tickets yourself using your credit card. Don't give the card to travel agents/ representatives to book tickets. 
  • Make sure no one over looks the PIN number of your card while withdrawing money at ATM. Don't seek assistance of strangers who volunteer to help inside the ATM kiosk.
     
  • Don't overuse your credit card. Make sure your usage amount is paid back within 30 days of the transaction.
  • When using credit card for purchase make sure you are presence while the card is swiped by the merchant. Ensure your credit card number or copy of the card is not taken by the merchant. Also make sure your card is not swiped twice.

FOR MERCHANT ESTABLISHMENTS

  • Check whether the photograph and signature in the credit/debit card tally with the user of the card. 
  • Check whether the name and number on the charge slip is matching with details on the card. 
  • If your customer is a foreign national or holds a foreign credit card, ask for a copy of his/her passport.
  • It is illegal to prepare fake bill showing that purchases were made using a credit card and giving money to the card holder.
  • If you come across suspicious persons, Contact the local police station or dial 100 for assistance.

LAND GRABBING

 
  • Verify the land document and the mother document of the property. 
  • Obtain an encumbrance Certificate (EC) of the property for the last 20 years and verify it thoroughly.
  • Obtain the property's Patta and Chitta and verify it with the Revenue records.
  • Ascertain whether the property is approved by DTP (or) CMDA.
  • Ascertain from the Tashildhars office whether the patta has been transferred. If so, obtain a copy of the patta.
  • Make sure the photographs of the buyer and seller are affixed on the document before registering the document.
  • PAN number must be prominently written on the property documents at the time of registration if the value of the property is above Rs.5 lakhs.
  • Ascertain the classification of the land (Patta, Grama Natham or Poromboke) before purchasing.
  • If the sale posthumous(after the death of the owner of the land) enquire about the legal heirs and make sure that a legal heir certificate from the Tahsildhar is obtained. 

  • Don't go for an agreement without verifying the Power of Attorney.
  • Don't purchase the land without identifying the real owner.
  • Avoid registration through brokers.
  • Brokers should not be allowed to sign as witness.
  • In an ancestral property, all descendants should be informed and necessary signatures should be obtained from the before registration.
  • Never finalize the property deal by seeing the photo copy of the land document.
  • Don't register the document it a case against the property is pending in court.
  • If the property is under mortgage in a bank/financial institution, always obtain a NOC.
  • Don't buy property owned by minors without the proper permission of the court.
  • Don't buy government land or Poromboke land.

MOBILE PHONE AWARNESS

  • Always buy mobile phones with bill in a reputed firm and avoid second hand purchase. 
  • Dial *#06# to know the International Mobile equipments Identity Number (IMEI) of your cell phone.
     
  • If your mobile phone is stolen or lost, lodge a complaint at your Jurisdictional Crime Police Station, along with the IMEI number. 
  • Block your mobile phone number by contacting your mobile Service Provider (MSP) immediately in case you loose your headset.
  • Don't keep the blue tooth connection in your mobile phone always in ON mode.
     
  • Never give your mobile phone to strangers as it could be misused.
  • Remove your SIM card, Memory card and check the contents of phone memory before giving your mobile phone for service.
  • Try to install an anti-theft software (ie. Wave secure, Guardian, Mobile Tracker etc.,) in your mobile phone to trace it if lost.

INTERNET AWARENESS

  • Don't believe e-mails or SMS regarding lotteries or gift offers.
  • Furnish credit or debit card numbers only on authentic websites.
 
  • Check the authenticity of websites by a pad lock symbol or by icons of certifications.
  • Avoid using online banking facility from Internet cafes.
  • Use passwords with special characters and numbers.
  • Never share your internet banking passwords with anyone.
  • Don't write it down anywhere. 

  • Sending threat messages and obscene materials via e-mail is illegal.
  • Avoid uploading personal information including your name, phone numbers and photographs on online.
  • Never agree to meet a stranger in person with whom you have char online.
  • Keep your Wi-Fi connections secured by encryptions and passwords.
  • Please be aware of the websites your child visits.
  • Always observe browsing by children.
  • Never allow them to browse in closed rooms. 
  • Remember people who are online may not be real as they claim to be in matrimonial sites.
  • Please be aware of Trojans and Key loggers.
  • Don't download materials from unauthorized sources.
  • Have a good anti virus and firewall. 

PHISHING E-MAIL

As there have been frequent cases of phishing e-mails, the users of Internet and e-banking are advised to follow the tips given below:

  • Don't respond to e-mail you receive under the pretext of a bank asking you to update data. If you respond to e-mail and give your account number and password, the criminals will transfer the money from your account.
     
  • Don't respond to e-mail you receive under the pretext of bank asking you to “Click here” so that within 48 hours the bank will provide you internet banking facilities.
  • Don't respond to security alert/bank alert mail. The mail will say there is problem in your net banking and to rectify it please follow the link to resolve this problem. Please don't click that link.
  • Please don't believe the e-mail which alert you saying you have received phishing e-mail.
  • Don't respond to mail/SMS that says you have won lottery prize from U.K. National Lottery. The mail will ask you to deposit considerable amount to transfer the prize money in your account. Please don't believe such mails.
  • Don't believe the mail/SMS which say you have won a prize of BMW car, for transportation of the car, they will ask you to deposit lakhs of rupees as shipment charge.
  • Don't respond to the e-mail which says a billionaire had died, but his name is similar to yours. To transfer the amount from his account to you, they will ask you to deposit lakhs of rupees.
  • Please don't believe it.
     
  • Don't believe the e-mail which says a women in London has adopted you. To get proper registration with authenticities (Adoption Certificate, Diplomatic passport, Anti Terrorist Certificate) they will ask you to deposit a considerable amount.
  • Don't believe the e-mail which says you have got a job in a foreign Country and your salary will be in lakhs.
  • To process Visa for you, they will ask you to deposit money, please don't respond to such mails.
  • Don't believe the mail which says you have got a job as manager for U.K based company. Your work nature will be to collect the money from various branches of the company and process them to the company account. For this purpose they will ask you to open a bank account. Please don't respond to such mail, as the criminals will misuse your bank account.
     
  • Don't respond to e-mail which says you can earn working from home. They will ask you to open bank account and send the account number and password to them. The e-mail will say, you need to transfer the amount deposited in your account to foreign bank, for which you will get 10% commission.
  • Don't get cheated in Nigerian Scam.

TIPS TO ESCAPE FROM JEWEL SNATCHERS

  • When you happen to traverse a lonely or secluded spot do not flaunt the jewels you are wearing. 
  • Women are used to go on early morning walk should refrain from wearing costly jewels, and they should cover the jewels like chain, etc. properly with their dress.
     
  • When any stranger approaches you in the guise of enquiring about some address beware of such persons, because such strangers often turn out to be chain snatchers or brigands.
  • When you go to any temple during festivities, or when you go to any crowded place like shopping malls, refrain from wearing numerous ornaments, especially many heavy gold chains and necklaces.
  • When you are passing through a lonely or secluded spot cover the jewels properly with your dress.
     
  • When you have doubt at any stranger in any public place do not hesitate to seek the help of the police. Inform the nearest police outpost or police station. You can contact police control room dialing 100 for immediate help. 

TIPS TO ESCAPE FROM HOODWINKERS

  • When you carry valuable jewels or heavy amount of cash in bags, briefcases or suitcases from your bank or from home, or from home, or having made a costly purchase, refrain from talking to strangers.
  • When you carry valuable jewels or heavy amount of cash in bags, briefcases or suitcases some stranger may try to con you by asking you to pick up the currency note dropped down inadvertantly, only to distract your attention and run away with your valuables.
  • Beware of such instances and do not get be fooled by such tricks. 
  • When you carry valuable jewels or heavy amount of cash in bags, briefcases or suitcases some stranger may sprinkle faeces of birds or animals on your dress and in the guise of helping you wash the dirt may hoodwink you and divert your attention.
  • If you fall prey to the trick, such persons may flee the spot with your valuables. 
  • Some times a stranger may befriend you and advice you to beware of tricksters.
  • They will act as good samaritans to help you keep your jewels safe in small paper packets and carry in your handbag.
  • Do not trust such tricksters, lest you should be at loss.
  • Do not encourage strangers who knock at your doorsteps and canvass to polish your old jewels at your home in your presence.
  • Such persons will hand you the resplendent and lustruous jewel back to you, but in the guise of polishing would have transformed much of your gold melt in the wash slag which they carry away.
  • Often strange persons, carrying small baby in arms, knock at the doors of such houses where womenfolk reside alone, and in the plea of asking for a glass of water to quench thirst drag the women into petty conversation.
  • Once the women are mellowed with their woeful stories, gain access to enter the home and grab costly gadgets and items and run away people should be aware of such confidence tricksters.
  • Some con men pose to enter the houses as domestic gas refill delivery men or as cable TV operators, and when they find that a young girl or a young woman is alone in any such house engage them in some dialogue while acting as genuine serviceman, and grab the chance to molest the girl/lady.
  • Beware of such persons, and do not allow any person whose identity is not genuine and well acquainted to you.

BREACH OF TRUST

 
  • Always enquire the credibility of the Multilevel Marketing (MLM) before you join. Also check whether any Police is pending against the organization.
  • Beware of conmen who promise you crores of rupees of NRI loans at lesser interest rates after asking you to pay lakhs of rupees as process fee.
  • Don't transact money or other valuables matters without proper record.

  • Always check the credentials of the person with whom you are involved in a business deal.
  • Don't trust agencies that promise attractive gift, through advertisements.
  • Don't fall prey to false promises provided by any stranger who you met in person or spoke to over telephone. 

JOB RACKET

  • Apply for overseas jobs advertised through newspapers and magazines after verifying with office of the Protector of Emigrant by dialing 044-24891337. 

  • Going for overseas employment on a tourist visa is illegal.
  • Don't receive the visa from brokers at the penultimate moment especially at the Airport before your departure.
  • Always clear your doubts regarding the visa with the Emigration before your departure.
  • Information on authenticity of employment agents can be obtained from the internet.
  • Don't part with your money before checking the authenticity of your visa.
  • Enquire thoroughly about your future employer before depositing money in favour of the Company.
  • Don't give money to individuals or agents without proper enquiry.

PASSPORT FRAUDS

 
  • New passports and renewal of passports must be obtained through the new online passport registration system.
  • Don't approach brokers or travel agents for the process. 
  • Never hand over your expired passport or passports with foreign visa stamps to others.
  • There is a possibility of miscreants replacing your photo in the passport with theirs to facilitate crime activities.
 
  • Those seeking ECNR (Emigration Check Not required) stamp should directly contact the office of the Protector of Emigrants in Ashok Nagar.
  • Seeking these stamp through travel agent or touts may result in them stamping fake seals which might land you in legal complications later.
  • To get employment visas through foreign embassies, you should apply directly with your genuine work permit or appointment order.
  • Never process the papers through travel agents or brokers.
  • If the pages of the passport are damaged or the thread that binds the passport pages are damaged, don't mend it yourself.
  • Making correction and changing pages of passport is punishable under section 12 of the passport Act of 1967.

DOWRY PROHIBITION

 
  • Giving and taking dowry is an offence. 
  • Always check the background on the prospective bride/groom before marriage.
  • Don't fix the wedding before thoroughly enquiring about the prospective bride/groom if he / she residing outside India.

  • Don't completely trust on the information provided by marriage bureaus or brokers.
  • Don't fully trust information and photographs provided by marriage portals on the internet.
  • Counseling should be given to prospective grooms and brides on issues like physical, sexual and mental torture and financial exploitation.
  • In case of harassment by husband or relatives of husband, the affected woman must not hesitate to report the matter to the police.
